COOPLAG ELECTION 2016 - Guidelines and Timetable

The tenure of the current Management Committee (MC) of our Cooperative Society (Coop Lag) will expire in May 2016. To forestall a vacuum and in compliance with the Bye-law, an electoral committee as previously announced by the incumbent Management Committee has been setup.

Fellow Cooperators,

 

 

1.0      INTRODUCTION

 

The tenure of the current Management Committee (MC) of our Cooperative Society (Coop Lag) will expire in May 2016. To forestall a vacuum and in compliance with the Bye-law, an electoral committee as previously announced by the incumbent Management Committee has been setup.

Further to that announcement, below is the guideline and timetable for the Coop Lag 2016 election.

 

2.0      AVAILABLE POSITIONS

 

Positions to be contested for are:

 

a)         President
b)
        Vice-President
c)
        General Secretary
d)
         Assistant General Secretary
e)
         Financial Secretary
f)
          Treasurer

g)         Ex-Officio

 

3.0      ELIGIBILITY:

 

In accordance with Section 9.2 of the Bye-laws of CoopLag, a member of the Society is eligible to contest, provided he/she:

 

a)       Is an Ordinary member of the Society with a minimum of five years membership in good standing AND without any record of financial indictment. The Electoral Committee reserves the right to validate this condition within and outside CoopLag.

b)      For the office of President, candidates must have been a member of CoopLag for not less than 8 years.

c)      For the office of Treasurer and Financial Secretary, candidates must be a Chartered Accountant in good standing in addition to (a) above. Evidence of current membership (paid-up invoice, receipt, etc.) shall be required.

d)       Must be of sound mind.

e)       Is NOT a current member of the Management Committee that has been in office for two consecutive terms.

f)       Is a former member of the MC who had served two consecutive terms, the last of which expired in year 2014 or earlier.

4.0      NOMINATIONS

 

a)       Eligible contestants shall be nominated by a member with the nomination form and sponsored by another member, both of whom shall be in good financial standing with the Cooperative.

b)      A member shall not nominate or support nomination of more than one candidate for this election.

c)       A member cannot nominate or support the nomination of self; neither can a candidate for election nominate or support another candidate.

d)      The nominated contestant shall accept such nomination by signing the appropriate section of the nomination form.

e)       The form shall be submitted to any member of the Electoral Committee either in hard copy or electronic format within the time stipulated by the election timetable.

f)       The Electoral committee reserves the right to request further confirmation of acceptance or supporting evidence as may be required from all nominated candidates.

g)      Click here to download the nomination form.  Interested sponsors should print and complete the form before requesting for consent of the nominee.

5.0      CONTESTANTS

 

The Electoral Committee shall review nominations and publish a list of eligible contestants.

 

6.0      CAMPAIGN

 

a)       Candidates will be free to campaign or canvass for votes by personal contacts, via posters/fliers and general notice boards, or through other communication channels. However, this must be carried out in a manner that does not disrupt company business.

b)       The responsibility for obtaining any applicable permit/approval for contesting or campaigning in this election rests with the contestant.

c)       Manifesto of approved candidates should be sent to the electoral committee between the hours of 7:00am and 11:00am on April 26, 2016. To be acceptable, a manifesto must be submitted as an MS Word document or email. 

d)       The language to be employed in the campaign must be civil and content focused on issues that promote general well-being of CoopLag and her members.

e)       Duration of campaign shall be as prescribed in the election timetable. Campaign before or after the specified timeline is prohibited.

7.0      VOTING

 

a)       All Ordinary Members in good financial standing will be eligible to vote, including contestants.

b)       Voting will last for 2 days and voters can cast their ballot from any location or device with internet access.

c)       Voting shall be electronic.

d)       Prior to and during the voting period, intending voters will be able to request for a voter ID and PIN code by using the link provided on the e-Voting site. A system-generated email containing voters details will be sent to the email address of requestor as contained in the database of CoopLag.

e)       During voting, Voter’s ID and Pin Code will be used to authenticate voters to the  election Portal where members will follow online instructions to cast their votes.

f)        Voting ID is valid for ONE vote.

g)        Number of votes received by each candidate will be displayed in real time.

8.0      LEVEL PLAYING FIELD

 

Giving and receipt of or requesting for support from any member of Staff of the Cooperative or Electoral Committee for the purpose of this election is prohibited, unless as otherwise approved by the Electoral Committee.

To that extent, no support shall be offered to any candidate in this election that will not be available to other contestants.

9.0      ANNOUNCEMENT OF RESULT

 

a)        Notwithstanding that voting results are displayed in real time, the final result of the CoopLag 2016 Election can only be declared by the Electoral Committee.

b)       Arbitration and valid complaints in respect of the Election or result will be resolved by the Electoral Committee within three working days.

c)        Successful candidates shall be sworn in at a General Meeting of CoopLag to be convened by the Management Committee.

11.0   APPLICATION OF GUIDELINE

 

This guideline shall apply to all contestants and voters in the 2016 CoopLag Election.

Consequently, a violation of any provision of this guideline shall constitute a breach of the electoral process and may result in arbitration.
